Dear Nishida:―
　The weather has been so atrocious throughout Japan, that I have been fearing for you. Even here we have felt the changes. For three days past there have been severe frosts, and some light snowfalls. In other parts of Japan I hear that whole villages have been covered by snow. Our new director took nearly two weeks to get here with his family. On some part of his journey from Kanazawa, his family had to be carried on mens'backs through the snow. All over the world frightful cold has been experienced north of the tropical zone. The wolves in parts of Russia actually devoured people close to the villages and towns. The Thames was frozen over.a rare occurrence. Either the planet is approaching another glacial winter, or there is something the matter with the “precession of the equinoxes.” ―But now another burst of south wind seems to show that spring is really beginning. Today it has become quite warm again. If you can keep well a few days more, I think winter will be well over for you. Chamberlain did go away after all: I suppose he has reached the tropics by this time.
　―The new Director was long in France, and speaks French well. He is much taller than Mr. Kano. He seems to be very gentle and polite; but I have had no talk with him yet. What is very strange is that he says he knows me well. Yet I cannot remember to have ever seen him before.
　―I have been getting along much better with my fellow-teachers. It seems as if the ice had been broken at last. Indeed in so large a school it takes a very long time to become acquainted. But there is nobody here like you: if there were, I think I could like even Kumamoto.
　―Setsu is making good progress in English. She thinks she will be able to talk a little English to you in summer. I have given her only 28 lessons. She does not yet know the English letters well. But the natural order of learning a language is to learn to speak first; and then to write; and grammar last of all. This is Spencer's teaching. The experiment is certainly very interesting; and I shall be much pleased if it succeeds. The use of the article I teach changing “A” or “An” into its real meaning of “one”, and substituting the Japanese equivalent of “that” instead of “the.” The whole difficulty of the definite article lies in the fact that its real demonstrative meaning is not simply taught. Its use should be made instinctive,―not taught by elaborate rule until the pupil is far advanced. Certainly its value is the same as the value of THIS, THAT, &c.,―except that it is less definite, less strong.
　―Masa is getting along nicely at school. When you see him again I think you will find him much improved―better than the little boy who rowed about Mionoseki harbour.
　―The teachers in the school do not feel happy about having their salaries cut down 10 p.c. Being only a yatoi I have escaped the paying of that tenth. There are some advantages in being a yatoi.
　―The policy of the Emperor in dealing with Opposition in the Diet seems to me a wonderful piece of statecraft. Indeed I could never imagine until the news came what could possibly be done to make peace. It seemed to me the result would be a second dissolution, and the entering of the Military Party into power, and perhaps a suspension of the Consititution. Certainly anything―anything whatever,―would have been better than perpetual quarreling. But lo!―everything has been settled (for the moment) without even lending the Imperial support to one party more than to the other. And there is a prospect of tranquillity.
　―There is no other news here except.
　1.―Prince Shirakawa has reestablished an old Kyushu custom of giving prizes (in Kumamoto) to persons especially virtuous and good to parents, &c.
　2.―A night-school for poor children has been founded: children who have to work all day. The teaching is free. Nothing but the “Three R's” are taught (Reading, 'Riting, and 'Rithmetic). The work is supported by contributions. It is a very good and successful undertaking.

　このところ日本中の天気がものすごく悪いので、あなたのことを心配しています。こちらでさえも、変化を感じています。この3日間ひどい霜と小雪が降りました。日本の他の地域では、村全体が雪に覆われているということです。新校長は、家族を連れてこちらに来るのに2週間近くかかりました。金沢からの旅の途中ある所では、家族は、雪の中を進むのに、男に背負われて運ばれなければなりませんでした。熱帯地方から北では、世界中が、ひどい寒さを経験しています。ロシアのある地方では、村や町の近くで、オオカミが実際に住民をむさぼるように食べました。テムズ川は、一面氷が張りました―珍しい出来事です。この地球が、また氷河時代の冬に近づきつつあるのか、「春分点歳差さいさ」が少しおかしいのかのどちらかです。─しかし今はまた南風がさーっと吹いて、春が本当に始まりつつあることを示しているように思えます。今日はまたずいぶん暖かくなりました。もしもあなたが、もう2、3日元気でいらっしゃれば、あなたにとっての冬は大体終わりになるでしょう。チェンバレンは、とうとう出立してしまいました・・・・・・。今はもう熱帯地方に着いているだろうと思います。
　―新校長は、長らくフランスにいましたので、フランス語を上手に話します。嘉納氏より遥かに背が高い。大変穏やかで、礼儀正しい人のように思えます。しかしわたしは、まだ話をしたことがありません。実に不思議なことですが、校長がわたしを良く知っていると言っています。しかし、わたしは、以前に会ったことなど思い出せません。
　 ―わたしは、同僚の教師たちとずっとうまくやっています。やっとなごやかになったように思われます。実際こんな大きな学校では、人が知り合うには非常に長い時間がかかります。しかし、あなたのような人はこちらには誰もいません。もしも誰かいたら、熊本でさえも好きになれるだろうにと、思っています。
　セツは、英語がかなり進歩しています。夏にはあなたに英語で少しは話ができるだろうと思っています。わたしは、これまで28回しかレッスンをしてやっていません。まだ英語の文字をよく覚えていません。ところで、言葉を覚える自然の順序・・・・・は、まず第一に・・・・・、うまく話せるようになることです。その次に書くこと、そして文法は、すべての最後です。これは、スペンサーの教え方です。この実験は、わたしには大変興味深いことです。そしてもし成功すれば、とても嬉しいでしょう。冠詞の用法は、わたしは、不定冠詞の “A”あるいは“An”を、その本当の意味である“ONE”に替え、定冠詞の “the”の代わりに “that” に相当する日本語に替えて教えています。定冠詞の本当の難しさは、その真の指示的な意味は、分かりやすく教えられないということにあります。その使い方は、本能的に習得すべきです―生徒がよほど進歩するまでは、詳しい規則で教えるべきではありません。確かにその価値は、THISや THATなどの価値と同じです、ただし、断定性がより少なく、力強さが減少するということになりますが。
　─正まさは学校で立派にやっています。あなたがまたこの子に会うときには、大いに進歩したことが分かるだろうと思います―美保関湾を漕ぎ廻っていた頃の子供よりはずっと立派になっています。

　―議会で、野党対策の際の天皇のやり方は、わたしには素敵な政治的手腕だと思われます。実際ニュースを聞くまでは、和平を行うのに一体何ができるのか、わたしには想像もつきませんでした。その結果は、もう一度解散が行われて、軍閥が権力を握り、多分憲法の一時停止になるだろうと思えます。確かに、なんでも―とにかく、どんなことでも―永久に反目し合っているよりは、良かったでしょう。しかし見て御覧なさい！─一方の政党に、他方の政党より多く天皇の支持を与えたりさえもしないで、万事解決されました（今のところは）。そして、平静になる見込みがあります。

　１ ―白川親王が、両親などに特に貞節でやさしい人たちに、賞を与える九州の古いしきたりを復活されました。
　２ ―貧困家庭の子どものための夜間学校が設立されました。昼間は働かなければならない子どもたちのためです。授業は無料です。いわゆる「スリー・アール（Three R‘s）」（読み、書き、算数）だけ教えるこの事業は寄付で支えられています。それは大変喜ばしい、また、うまくいっている事業です。
